Yes, if the packed handle has been placed within reach; pulling it releases the ladder.
How long is it when deployed?
About 185 cm, with five steps.
Can it be used as the boat's only boarding ladder?
It is designed as emergency MOB equipment; plan routine boarding separately. Practise a deployment in safe conditions, then rinse, dry, inspect and repack it.
