How do I correctly measure my existing cable?

Measure the length of the black plastic conduit (outer casing) in inches, add 18 inches, and round up to the nearest whole foot. For example, if your conduit is 138", then 138" + 18" = 156" (which is exactly 13ft).

Can I use this for a 60HP or 70HP engine?

No. The MT58 series is strictly rated for outboards up to 55HP. For higher horsepower engines, you should use the M66 heavy-duty series steering cables.
