How do I know if it is compatible?

Check your existing cable ends. Generation I cables have a barrel-shaped stopper at the control end. If your control box is a Mercury Commander 2000 or 3000 series, this Gen I cable is the correct choice.

Can I use this for both throttle and shift?

Yes, these cables are designed for both shift and throttle applications on compatible Mercury and Mercruiser setups.
