Do these require a specific setting tool?

Yes. Because stainless steel is significantly harder than brass or aluminum, you must use high-carbon steel setting dies specifically designed for stainless steel rolled rim grommets.

Note: Fasteners are sold as a two-piece set (Grommet + Washer). Tools are sold separately. Please verify your material thickness against the Length Under Flange (LUF) specs.
